FSEC Guidelines
SECTION I — Name
The name of this section shall be the Oral and Maxillofacial Surgery Faculty Section (the Section).
SECTION II — Objectives
The objectives of the Section shall be the advancement of the art and science of oral and maxillofacial surgery by:
- providing a forum for the interchange of ideas between educators and others with interests and/or expertise in education.
- developing improved methods of residency, predoctoral and postdoctoral education in Oral and Maxillofacial Surgery and related disciplines.
- fostering clinical and laboratory research within the residency, predoctoral and postdoctoral training program.
- helping assure a continuing supply of outstanding faculty for residency, predoctoral and postdoctoral programs in Oral and Maxillofacial Surgery
- facilitating the exchange of information and ideas between educators and other Oral and Maxillofacial Surgeons by:
- implementing decisions reached by CRET and the AAOMS Board of Trustees
- providing representation and recommendations to CRET
SECTION III — Membership
Active Member
An active member must be an Oral and Maxillofacial Surgeon who is at least a half time member (0.5 FTE or 2 days per week where 4 days per week is considered full time) of the faculty of a predoctoral or a residency training program in Oral and Maxillofacial Surgery, as verified by the Program Director or Department Chair, and who is a Fellow of the American Association of Oral and Maxillofacial Surgeons. Program Directors and persons responsible for predoctoral education, providing they are AAOMS Fellows, automatically qualify for this category.
Associate Member
An associate member may be:
- any AAOMS applicant or member/fellow who is a faculty member or has an interest in educational issues related to Oral and Maxillofacial Surgery, or
- Any non-Oral and Maxillofacial Surgeon who plays an integral role in Oral and Maxillofacial Surgery pre-doctoral or residency education and training (e.g. Ph.D., M.D., etc.) as verified by the Program Director or Department Chair.
- Associate members shall not vote or hold office in the Section
SECTION IV — Officers
Election, Terms and Ascension
The officers of the Section shall be a Chairperson, a Chairperson-elect, a Secretary, a Program Planner, an Assistant Program Planner and a Member at-Large. All officers shall be elected for one-year terms. All officers shall automatically ascend to the next highest office as the final act before adjournment of the annual Section business meeting held in conjunction with the annual Fall meeting of the AAOMS. A new Member-at-Large will be elected at the annual Section business meeting held in conjunction with the annual Fall meeting of the AAOMS, and will assume office at the adjournment of that meeting. All officers must be affiliated with programs accredited by the Commission on Dental Accreditation.
In addition, the Predoctoral Ad Hoc member shall be appointed by the Chairman to the Executive Comittee, for up to two (2) consecutive three-year terms, to represent Predoctoral OMS Educators. Any appointee serving an uncompleted term may be reappointed to only one additional three-year term.
Duties of Officers
In addition to the duties listed below, the three people with most seniority that are eligible voting members of the Executive Committee shall serve as representatives of the Section to CRET.
Chairperson
The Chairperson sets the agenda, presides over all meetings of the Section and Section Executive Committee, and sees that the rules of order and decorum are properly enforced. The Chair may serve as a representative of the Section to CRET. He or she serves as the official voice of the Section whenever the Board of Trustees or other AAOMS Committees requests an opinion from the Section, and to sign the approved report of the proceedings of each meeting that are then forwarded to CRET. The Chairperson can establish ad hoc committees of the Section and appoint members of those committees from the ranks of active and associate members of the Section.
Chairperson-Elect
The Chairperson-elect presides over all meetings of the Section and Section Executive Committee in the absence of the Chairperson. The Chairperson-Elect may serve as a representative of the Section to CRET. The Chairperson-elect performs other activities assigned by the Chairperson.
Secretary
The Secretary presides over all meetings of the Section and Section Executive Committee in the absence of the Chairperson and Chairperson-elect. The Secretary may serve as a representative of the Section to CRET. He or she supervises all Section business meeting voting including assuring that those voting are eligible to do so. The Secretary is to receive all requests for membership, verify the accuracy of the information and forward a recommendation concerning membership requests to the Executive Committee for their consideration. The Secretary performs other activities assigned by the Chairperson.
Program Planner
The Program Planner, together with the Assistant Program Planner and the Chairperson, plans and implements the program for the educational meeting of the Section. The Program Planner may serve as a representative of the Section to CRET. The Program Planner performs other activities assigned by the Chairperson.
Assistant Program Planner
The Assistant Program Planner, together with the Program Planner and the Chairperson, plans and implements the program for the educational meeting of the Section. He or she also serves to coordinate presentations done in conjunction with the Section on Research of the AAOMS. The Assistant Program Planner may serve as a representative of the Section to CRET. The Assistant Program Planner performs other activities assigned by the Chairperson or Program Planner.
Member-at-Large
The Member-at-Large solicits nominations for the Donald Osbon Award and coordinates the evaluation of nominees by the Executive Committee of the Section. The Member at Large may serve as a representative of the Section to CRET. The Member-at-Large performs other activities assigned by the Chairperson.
Predoctoral Ad-Hoc
The Predoctoral Ad-Hoc member coordinates and enhances communication between the Section and the Predoctoral OMS Faculty and shall not serve as a representative to CRET.
SECTION V — Voting
Eligibility to Vote
Voting in Section elections and on motions will be done according to residency training and predoctoral programs. Each residency training and predoctoral program will be accorded one vote. Typically this will be by the residency Program Director and person responsible for predoctoral education who are de facto active member of the Section. If any voter is not present at the Section meetings where votes will be taken, another representative active Section member from that program may be designated as the voter at the Section meeting. No individual can cast two ballots.
Nominations for Offices
The Secretary shall conduct any election. In the Secretary's absence, the Chairperson will conduct the elections. Nominations will be called for by the Secretary to come from active members of the Section. Nominees require a second, and a verbal or written consent to serve (if elected) to create candidacy. Nominations will close upon a motion, second and majority voice vote to close the nominations.
Voting
Voting for all officers will be by closed ballots.
Each voter or designee will be given a ballot and can vote for only one nominee for each office being voted upon. In the event of only two candidates for an office, the candidate with the most votes will fill the office. In the event of more than two nominees, the person in each round of voting who receives the fewest votes will be dropped as a candidate and a new vote taken on the remaining candidates. In the event of a tie between the final two candidates for an office, or between those who received the fewest votes, new votes will be taken until the tie is broken.
SECTION VI — Executive Committee
This committee shall consist of the officers of the Section. Its function is to meet prior to the annual business meeting and at other times as may be necessary, for the consideration of matters to be present to the Section at large and to appoint committees.
Standing Rules for the Faculty Section
Rule I
The Section in Oral and Maxillofacial Surgery shall meet a minimum of two times each year. One of these meetings will be held in conjunction with the annual Fall meeting of the AAOMS and will include the annual business meeting of the Section; the second meeting will include an educational program and may include a business meeting, the meeting to be held at a time and place to be determined by the Chairperson and the Executive Committee.
Rule II
A quorum for all business, except amendments to these Guidelines, shall consist of those qualified voting members present.
Rule III
Sturgis rules will be used for issues not specifically governed in these guidelines.
Rule IV
All questions before the Section, except for amendments to these Guidelines, shall be determined by majority vote of qualified voting members present at any meeting.
Rule V
The Chairperson shall deliver a state of oral and maxillofacial surgery education address at the annual business meeting.
Rule VI
It shall be the duty of the Chairperson to notify the members of the Section at least one month prior to a meeting and to urge attendance of the members.
Rule VII
Proposed amendments to these Guidelines shall be submitted to the Executive Committee, who will review and make recommendations concerning the amendment and will be presented at the next scheduled meeting of the Section. The membership will be notified in writing of the proposed amendment and of the Executive Committee's recommendation before the next meeting. Adoption of a proposed amendment will require a two-thirds affirmative vote of eligible voters, either by ballot at the business meeting or by mail ballot within thirty days of the meeting at which the amendment is presented.
